In the 73rd Hunger Games, his color was crimson and he looked like he was bleeding. Katniss says that his look in the 74th Hunger Games looked much better. He is shown to help tributes in each district with their interviews. In that year, his hair, lips and eyelids were dyed powder blue. While Caesar interviews Rue, they discuss her chances of winning, because the odds are against her. Rue says that she is fast and if they can't catch her they can't kill her and to not count her out, to which Caesar replies "I wouldn't in a million years."
While interviewing Katniss, he helps her because she doesn't do well in front of cameras. For example, when he asks Katniss what she liked the most since she came to the Capitol, she answers, "The lamb stew." He remarks that he can eat it by buckets and makes a horrified face when he asks the crowd if it shows. The crowd reassures him that it doesn't.
When he interviewed Peeta, the two of them were described as a good team, feeding off of each other and bantering easily. It was to Caesar in this interview that Peeta first revealed his love for Katniss- shocking everyone, including her. The interview was said to have gone down amazingly with the audience.
After the Games were over and they had an interview with Katniss and Peeta, he mainly conversed with Peeta since Katniss is not very talented when it comes to speaking for the cameras and televised.
As he did with the previous Games, Caesar helped the tributes in the 75th Hunger Games with their interviews. This year, his hair, lips and eyelids were dyed lavender. While interviewing the tributes, his questions were met with snide remarks from tributes. Most of them were bad mouthing the Capitol as a sign of rebellion before they went into the arena for a second time. When he interviewed Katniss, he mentions her upcoming nuptials to Peeta. few adjustments. So, Katniss twirls, which causes the dress to change into a mockingjay outfit-thus supporting the rebellion and resulting in Cinna being bludgeoned by Capitol guards. Caesar then interviews Peeta, who claims that he had been unofficially married to Katniss for months and that she is pregnant. While both claims are false, they explain Katniss' sudden breakdown and obtain sympathy. This revelation caused the audience to go wild, upstaging all of the other tributes' interviews (as Peeta also did the year before when he told everyone about his love for Katniss). This also upset the Capitol audience enormously because they had grown to love Katniss and Peeta and the thought that they would not both survive after being so close to each other, and that an unborn baby would probably be killed in the arena, overwhelmed them. This resulted in some of them supporting the rebellion, not the Games.
At the end of Caesar's interviews, all of the victors stood and held hands as a show of unity; this influenced the Capitol audience further still.
In Mockingjay, Caesar interviews a tortured Peeta. Caesar asks him questions like how he feels about the rebels and Katniss. While Peeta is explaining, he tells him and the audience how it feels to be in the Hunger Games, which fascinates them because no victor has ever spoken of this. Caesar tries to make Peeta as comfortable as possible during the interview. It is cut short when Peeta asks to go back to his cell, due to Caesar's comments on Katniss and her place in the rebellion.
Caesar interviews Peeta for the second time. This interview is short, during this interview the two exchange empty comments to each other. Caesar asks Peeta about the rumors of Katniss shooting a propo. Peeta tells him that she probably doesn't know what they are doing to her and to not trust them. The last thing Peeta says before the interview ends is for Katniss to find out what they are doing. Caesar interviews Peeta a third time. During the interview, Peeta states he thinks they should end the war with a ceasefire because if they have a war it could mean the end of all living things. Caesar questions Peeta's statement and asks him more on his thoughts of the rebellion. Peeta warns the rebels of the impending bomb attack from the Capitol on District 13. The interview is cut short when the Peacekeepers go on stage and beat Peeta and take him away to receive a punishment.

Caesar decided to join the rebellion, due to the fact he could not longer take being Snow�s puppet. So he spends his time helping Katniss with her propo�s since they decided it would be a slap in the face to Snow, now that Caesar was interviewing the rebels.
Everything was hell to say the least, nothing was going right and districts were turning against each other. Coin was up to no good which was completely obvious but its not like Stormie was going to attempt with going on with that factor considering how malice everyone is except for very few. Stormie had done some bad things in her life but she also was dealt a very crappy hand growing up as a child, losing her father the only parent whom she ever loved while her mother was an addict and whore who brought random men home who hurt Stormie and her two year younger sister more than once. Nobody knew of Stormie's mental problems really, if they did Snow would for sure have her put away on purpose just so he could do something horrible and feel good about himself like he always did to people, why he was such a evil prick no one ever really knew and it was clear that would always be a mystery.
Stormie and her sister were in District 13 doing what they could especially since they were required of course and if they even dared to say otherwise it was obvious their life would end with a bang, literately. Katniss and Stormie talked once in awhile, getting along but also Stormie got annoyed with the dark haired "hero" at times because she was so famous but yet so blind just like Peeta who was being tortured basically especially now with the venom he got injected with to purposely hate Katniss which even though Stormie thought love was stupid for the longest time especially with Katniss because she knew the love triangle there, it was sincerely sad to see since Peeta truly did love Katniss. Stormie was out in the hall listening to orders becoming more annoyed as seconds went by but covered it up, good thing she was a pro when it came down to manipulation.
Moments later she over heard Caesar's name being mentioned and that he was in a bed, Stormie got confused and wondered why he would be there but then it clicked, someone must of found out about his secret love and now he was going to be bound with punishment. Stormie didn't know him entirely sure, but he did babysit she and her sister over a dozen times when she was younger, making her laugh and feel listened to whenever her dad went away on business. He was probably the only person who knew how her mother was and actually listened, showing care. It always made her depressed when she talked about things wanting to keep her dad in the loop but only tried to do her best to protect him and not let anything get out of hand, he was a wonderful father who did the best he could to keep things together but the big flaw he had was not leaving their mother way before they grew up, not like Stormie would hold that against him though, how could she?.
Stormie cleared her throat slightly "I'll go and uh take a look on him if you would like, I'm not afraid of these things and I know how to handle them" She said in a sophisticated tone of voice followed by smiling, feeling like sh wanted to vomit due to having to act so, polite when in all reality she was a ruthless bitch who trusted no one and would kill anybody who provoked her to do so. Stormie turned her way around having a look of disgust placed on her face while nobody was looking, she wanted to get out of there and flee the whole district and live her own life, alone if she had to because this type of living just was not cutting it and it made her more and more hateful every day, only reason why she didn't end things is because of her sister who was a-bit opposite then she and actually wanted to try and live not to mention she was a tad bit slow in the head. Entering the room she saw Caesar laying upon his bed and she looked for a moment seeing how different he was, knowing that he too was injected with venom and knew that his lover Anita would be a target to him all because Snow wanted it that way. She knew Anita, she was a kind soul who was dealt a sh*tty hand as well and probably the first one to know the baby she was pregnant was in fact Mr. Flickerman which wasn't exactly all shocking at first but a secret Stormie would never tell.
Hearing his slightly cold tone made her sneer but then gather her expression into a more polite one, again feeling disgusted by that. "You don't remember me do you, C?" She asked him curiously while pulling up a chair slowly and then sat down on it. "What did they do to you? Why are you here? What did they..." she stopped in her question looking at him and then at everyone else to make sure she wouldn't be over heard and continued on "What did they find out about you?" She asked him firmly and waited for a response. Anita was attacked already and if she wasn't careful he would kill her and then if he eve got better he would more than likely kill himself and considering how he was with Stormie and her sister when they were younger until she was the age of 13, the time her father died, he deserved her kindess and help. Besides, she wanted to do a good deed for someone she sincerely knew deserved to make up for a lot of bad stuff she did, Caeaser was the best target and one she knew wouldn't be regretted.�
